I don't know sh*t about old Porsche's but even I can tell that whatever this is, is wrong and the owner needs to meet the firing squad... of crossbows.
This is a weird one, it is a custom job by some cr*ppy garage. Definitely a chopped coupe, notice the windshield header, it is completely wrong, both for the convertible and the speedster, it is smooth and fiberglassed over, no sun visors or locks for the top, which means that there is no top under that tonou cover. Probably no glass in the doors either, as there are no seals on the A-Pillar, plus the door handles are shaved. That is an aftermarket fiberglass engine cover. The real speedster had narrow sills below the doors and there were two raised bumps on either side of the rear plate and the tail light strip more raked to flow flow from the body line to edge of the bumper, this bumper was only on the coupe and convertible for this generation. The real speedsters had a lower narrow rounded black frame around the front windshield, the one has sharp corners at the top, see the image below
I agree with KennyMK6R and i doubt about the Strosek path, i think its an old Porsche (eightees) made to look much younger, i even doubt it ever left the factory as a speedster
this is a Porsche 964 Speedster tuned by Strosek, that will also explain the rims and spoiler, and the colour is just a standard porsche colour, racing yellow as i believe.
