Oh ok. I know the Show and display law, although I didn't realize that it meant you could drive it on the streets without plates. I would've figured a special registration plate or something
It is on the street because it was imported into the United States under the Show or Display exemption. The "Show or Display" rule is a statutory amendment to the United States Federal Motor Vehicle Safety Standards (FMVSS) that allows certain privately imported automobiles to be exempted, if the vehicle in question is deemed to meet a standard of "historical or technological significance".
Because of the expense and effort required to import a vehicle with this exemption, the approved vehicle list is mainly limited to high-value sports and touring cars.
I saw Dan's instagram page here and there but noticed he owns lots of hyper cars as well. It's like a mini version of Jay Leno LOL. Since cars like the Zonda Cinque are allowed in the U.S. via show and display permit, there's a good chance he won't drive it often.
