Anyways I found an answer to my original question. Here's one way to find out:

Experian provided registration numbers, by car brand, for each state and further itemized each car brand based on where it registered the most units. We evaluated the 10 states in which each luxury car brand registered its most models and pared down a list based on which states were repeatedly named as top-sellers for each brand. We then calculated the percentage of luxury cars sold compared to total new cars sold in each state. Analysts at Experian tallied sales of all new models sold in 50 states and the District of Columbia for the reporting period of Sept. 2008 to Aug. 2009. The numbers reflect individual registrations, not fleet or business sales."
I follow over 20 Minnesota spotters on Instagram and the only one I’ve seen on there is the Gen 8 Phantom which is part of a RR Chaffeur service company and the Gen 5 MinnesotaCars spotted in Wayzata. Rolls Royces in general are insanely rare in Minnesota and I feel like someone on this website or on instagram would have seen another Gen 7 Phantom if there was one.
Yeah I know that but I've seen some spots as well as internet articles saying, for example: "Wow this is a just 1 of 142 Gallardo in Wyoming!" or something like that. I think there is some kind of database or something like that that shows al of the car registries in a particular state.
