I think that's actually a previous-gen Phantom coupe or Drophead coupe. Headlights don't seem squared-off enough to be the new Phantom.
But the size of the grill indicates. And also the headlight shape.
I'm seeing horizontally-oriented headlights with circular headlights located below them. Perhaps it's just the folds in the car cover, but that's what leading me to think it's a previous-gen Phantom coupe/Drophead coupe.

I'm not sure if it's truly 'rare' in California, but they're much rarer than the standard wheelbase Ghosts. I've seen very few EWB (Extended Wheelbase) Ghosts down here in Florida.

Well, ive never seen any sort of rolls Royce in real life before, but I would imagine any extended wheelbase version is rare. Wikipedia claims the Ghost extended is just as luxurious as a non extended Phamtom.
