I'm not a Rolls expert but It was a Phantom EWB and ha Hybrid on the side. I just looked it up, and someone said this: We couldn’t help but notice the Hybrid badges on this $380,000+ Phantom EWB rolling around the Upper East Side. The driver told us the one-of-a-kind Hybrid Phantom is a prototype that was generously loaned to his VIP client, by Rolls Royce, for everyday use. While this field testing technique is not unheard of, and there is talk of an EV, we are suspect of the big green badge, which is identical to the one General Motors places on all their plebeian hybrids. You would think a unique badge would be fitting for such a lavish engineering effort.

Sounds like the owner has a good sense of humor to me. If they were testing it as a concept car they would not have put a hybrid badge on it and under no circumstance would Rolls Royce ever use a badge from GM.
